I don't know of one but from what I know as a member of the HOA the property's insurance carrier information should be available to you (and it is probably listed on your mortgage assuming you have a loan against the place) Just file a claim with the insurance company directly and not go through the HOA board - that's what the insurance is for to cover damages and loss from building problems... That or file it under your homeowner's insurance and let them fight it out with the building insurance as insurance companies are real good about shifting the burden when they can.

Thanks for the great info. As luck would have it, I randomly stopped in an attorneys office who used to live in my building and is very familiar with the situation. I now need to get estimates for flooring installs.

The price all determines the quality of laminate you choose. Lowes and Home Depot both will install between 4-5.00 per sqft. You provide the materials, and laminate. Cheap laminate can be as little as .99 cent a sqft and the sky is the limit.

Just go to lowes.com or homedepot and find laminate that looks close to yours. Don't pick the lowest and don't pick the highest, that should be a fair cost.

Its hard for any other independent installer to match the big box store install prices.

Price is variable. $0.99 sq ft is cheap (both quality and cost). $2.00-4.00 is probably average price for good quality floor depending on where you go. IIRC, Millcreek was doing installation for $4 sq ft.

If you are going to be looking at the upper end of the spectrum, I would definitely check out engineered hardwoods. You might be surprised to find that you can get real hardwood floors for a similar price point as laminate. Install costs won't be much different.

You can also do luxury vinyl plank. It's a lot nicer than regular linoleum and doesn't cost much at all. Carpet direct has sales people who will come to your place of residence and bring samples for you to choose from and it's free for them to come out and the prices are super reasonable.
